No. Static electricity is a natural phenomenon and does not come from your powerchair's batteries.
Each combination of LED lights that blink means something special. For example, a certain number of lights means that the charger is in when you try to switch on the chair. Or that someone forgot to dis-engage the free-wheel after moving the chair by hand. You will find an overview of what these flashes mean in your user manual.

TYPES OF JOYSTICK CONTROLS
Proportional controls allow you to move in any direction, as the movement of the chair is literally proportional to the movement of the input device. Switch-It offers two options for mini-proportional control: the MicroPilot and MicroGuide.
