No. Static electricity is a natural phenomenon and does not come from your powerchair's batteries.
Each combination of LED lights that blink means something special. For example, a certain number of lights means that the charger is in when you try to switch on the chair. Or that someone forgot to dis-engage the free-wheel after moving the chair by hand. You will find an overview of what these flashes mean in your user manual.
